Summer Academy Eastern Partnership organized by the Bosch Foundation in Berlin

The Robert Bosch Foundation organizes in summer 2010 the first Summer Academy 2010 of the Carl Friedrich Goerdeler-Kolleg for participants from Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The programme is intended to deal with Eastern Partnership (EaP) and Good Governance. We support them together with the German Council on Foreign Relation in the programme preparations. There are to date no program details on the table but they would like to distribute the invitation to a broad group of potential applicants from the respective countries. The training programme is addressed to young professionals from the public service and NGO's.

Information brochures in English and German language are attached. They also contain the necessary references/contact details for applications to be submitted.

2.2.3 Deadline for submission of Applications

The deadline for the submission of applications is Monday, September 21, 2009, 16:00 as evidenced by the date of dispatch, the postmark or the date of the deposit slip. In the case of hand-deliveries, the deadline for receipt is at 16:00 hours local Armenian time as evidenced by the signed and dated receipt. Any application submitted after the deadline will automatically be rejected.

However, for reasons of administrative efficiency, the Contracting Authority may reject any application received after the effective date of approval of the first evaluation step (i.e. Concept Note) (see indicative calendar under section 2.5.2)

MEDIA International Call for Proposals

A Call for Proposals (2009/C 31/10) has been published under the ‘MEDIA International’ Preparatory Action, aimed at strengthening cooperation between audiovisual industries of third countries and European countries.

The Call, consisting of five separate Lots (training, distribution, promotion, screening and audience), is designed to address the three main objectives of the Preparatory Action MEDIA International:

  • Exchange of information and knowledge of audiovisual markets;
  • Competitiveness and distribution;
  • Circulation.

The maximum amount available under this Call for Proposals is €4.96 million.

The Call is open to proposals from legal entities in the 27 EU Member States and any third country. The Preparatory Action ‘MEDIA International’ aims to explore ways of reinforcing cooperation between EU and non-European professionals from the audiovisual industry on a basis of mutual benefit. It runs in parallel to the existing MEDIA 2007 programme which supports the EU film industry.




Culture Programme - Special Action 2009

Strand 1.3 of the current "Culture Programme" (2007-2013) foresees the possibility of launching special actions in and with third countries, which have concluded association or cooperation agreements with the Community. Each year, this enables one or more countries to be the subject of a call for proposals for third countries. The call enables grants to be given for cooperation projects, which correspond to the objectives of the Culture Programme.

I am pleased to inform you that it has been decided to dedicate the above described Special Action in 2009 and 2010 to those countries covered by the European Neighbourhood Policy that have (1) ratified the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions and (2) have Partnership and Cooperation Agreement with the EU. This reflects the political priority of reinforcing the role of culture within the European Neighbourhood Policy as a means of contributing to better mutual understanding and helping to develop civil society in these countries. At the same time it will contribute to the promotion and implementation of the UNESCO Convention on cultural diversity.

For the action 2009 the eligible countries will be Armenia, Belarus, Egypt, Georgia, Jordan, Moldova, the occupied Palestinian Territory the OPT - not being a state - is not in a position to ratify UNESCO Convention) and Tunisian. The countries will continue to be covered also in 2010 and further countries might be added depending on the progress in ratifications of the UNESCO Convention.

The 2009 world-wide call for proposals for Jean Monnet projects has just been launched.

The Jean Monnet Programme is designed to increase knowledge and awareness about European integration by promoting teaching, research and debate on European Union matters at university-level institutions.

University-level institutions from non-EU countries on all continents are highly encouraged to apply for the creation of Jean Monnet Modules, Chairs, Conference and Seminar activities etc.

Multiple Framework Contract to recruit short-term services for the exclusive benefit of third countries announced
The selection process of future Contractors for the Commission’s Framework Contract, a Multiple Framework Contract with regard to external aid, has started (EuropeAid/127054/C/SER/Multi).

These Contracts, under the title “Multiple Framework contract to recruit short-term services in the exclusive interest of third countries benefiting from European Commission External aid”, will be valid between 2009 and 2013.

This Framework Contract will be open to companies that have expertise in one of these EC external assistance sectors:

ENPI Information and Communication campaign Call for Tender New Deadline announced August 15
The deadline for the receipt of applications for the EuropeAid Call for Tender “Information and Communication campaign support in the ENPI countries and territories” (Reference: EuropeAid/126683/C/SER/Multi) has been extended to August 15.

EuropeAid has issued a corrigendum to the service procurement notice, extending the deadline from July 25 to August 15, and also specifying the countries from which candidates can be established in. These are:

    1. advocacy for increased freedom of the media, protection of the freedom of speech and protection of journalists;

    1. Promoting more generally efforts to enhance the ability of civil society actors to engage in democratic governance and policy dialogue.

Whenever possible, particular attention should be paid to cross-cutting issues such as the promotion of gender equality, the protection and promotion of children's rights, the integration of environmental questions and the respect of the rule of law.

Launch of Tempus IV

The first Call for Proposals under the new phase of the programme, Tempus IV, invites the submission of cooperative projects under two actions types, Joint Projects and Structural Measures, from partnerships comprised of higher education institutions, enterprises, ministries, NGOs, associations etc., from the EU and the partner countries. The indicative total budget for this Call amounts to approximately € 51 million in total, and for individual projects from €0.5 to €1.5 million. The deadline for the electronic submission of proposals is 28 April 2008.

Deadline for ENPI media activities call extended - corrigendum announced

The deadline to the EU call for “Media Activities: Maximising EU presence in the ENP region” has been extended to 29 February 2008, according to a corrigendum to the service procurement notice made public today.

Furthermore, participation has opened to include candidates established in the Arab States of the Gulf (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates), while French has been added as a language in which applications may be submitted and for written communication.

Regarding the initial period of execution and possible extension of the contracts, the proposed activities should end on 31 December 2009 at the latest. However, the Contracting Authority has the right to postpone this ending date, according to the needs of the project.

Communications multiplier activities in the ENPI Region Training Network Building

The Candidates must propose a strategy to design, develop and implement a training, capacity building and networking project for journalists and media professionals, including journalism schools, from the countries beneficiary of the European Neighbourhood and Partnership Instrument – ENPI (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Moldova, Morocco, Palestinian Territories, The Russian Federation, Syria, Tunisia and Ukraine).

Participation is open to all legal persons [participating either individually or in a grouping (consortium) of candidates] which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed (see also item 30 below). Participation is also open to international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme under which the contract is financed.

SCHOLARSHIPS FOR UNIVERSITY GRADUATES FROM ENPI COUNTRIES TO STUDY AT THE COLLEGE OF EUROPE

For the implementation of an EC-funded pilot project aiming to offer scholarships to university graduates from the ENPI countries to study at the College of Europe

Following an amendment to the European Commission budget by the European Parliament, 800,000 € have been made available to launch a pilot project aiming to offer scholarships to students from the countries covered by the European Neighbourhood Policy Instrument (ENPI) to study at the College of Europe in the academic year 2007-2008.

The Commission will finance 35 scholarships for students from ENPI countries who want to attend a course in the College of Europe. The student grant will be of the same level as in the Erasmus Mundus programme (21.000 € to cover registration fees, travels, stay at the College and any other subsistence costs).
